VNeID Level 2 Electronic Identification for Foreigners: A Detailed Guide to Procedures and Registration Locations in HCMC & Hanoi


Electronic identification (VNeID) is an essential tool that assists foreigners in Vietnam in integrating into the digital ecosystem, encompassing public services and financial transactions. Particularly for Foreign Direct Investment (FDI) enterprises, the personal VNeID registration for directors represents a foundational step towards fulfilling organizational identification requirements. 1. Applicable Subjects for VNeID Registration for Foreigners

  • Foreign nationals aged 6 years and older who have been duly issued permanent or temporary residence cards in Vietnam are eligible to register for either Level 01 or Level 02 electronic identification accounts as required.

  • Foreign nationals under 6 years old who possess valid permanent or temporary residence cards in Vietnam may register for a Level 01 electronic identification account if needed.

  • Important Note: For foreign nationals under 14 years of age, the guardian or legal representative must be present with the applicant during the registration process. The legal representative shall utilize their own officially registered (chính chủ) mobile phone number for declaration and registration of the Level 2 electronic identification account.


2. Sequence of Electronic Identification Procedures VNeID Level 2 for Foreigners

To successfully complete the electronic identification procedures VNeID level 2 for foreigners, applicants are required to follow these steps at the designated receiving authority:

  • Step 1: Obtain a queue number for photo capture.

  • Step 2: Have a portrait photograph taken directly at the hồ sơ receiving agency.

  • Step 3: Acquire a queue number for hồ sơ submission. Upon their turn, applicants must present all requisite personal documents, complete the "Information Provision Form," submit it at the counter, and verify the information on the application form (Form TK01) provided by the immigration management authority. Subsequently, biometric fingerprints will be collected.

  • Step 4: The system will process the submitted data and transmit a verification request to the National Population Data Center. Following this, the system will issue a Level 2 Electronic Identification Account, and the applicant will receive notifications via SMS or email.


3. Required Documentation for Electronic Identification Procedures VNeID Level 2 for Foreigners

To ensure a seamless registration process, kindly prepare all the following documents:

  • Form TK01 as stipulated by regulations (to be provided by the immigration management authority).

  • Original, valid passport.

  • Original, valid permanent or temporary residence card.

  • An officially registered (chính chủ) mobile phone number currently in use in Vietnam (the chính chủ status can be verified prior to the appointment by sending TTTB [Enter Passport Number] to 1414).

  • Personal email address.

  • Portrait photograph (to be taken directly at the immigration management authority).


4. Locations for Electronic Identification Procedures VNeID Level 2 for Foreigners

Applicants may visit the following locations for electronic identification procedures VNeID level 2 for foreigners:


4.1. In Ho Chi Minh City

Foreign nationals may register directly at the Immigration Management Department (Ho Chi Minh City Public Security) or the Immigration Department, Ministry of Public Security.

  • Address of the Immigration Department, Ministry of Public Security in Ho Chi Minh City:

4.2. In Hanoi

Foreign nationals may register directly at the Immigration Management Department (Hanoi Public Security) or the Immigration Department, Ministry of Public Security in Hanoi.


  • Address of the Immigration Management Department – Hanoi Public Security:

  • Address of the Immigration Department, Ministry of Public Security in Hanoi:

5. Processing Time for VNeID Level 2 Procedures

  • No more than 03 working days: Applicable for cases where a Level 02 electronic identification account is granted, and facial image and fingerprint information are already available within the National Immigration Database.

  • No more than 07 working days: Applicable for cases where a Level 02 electronic identification account is granted, but facial image and fingerprint information are not yet available within the National Immigration Database.


6. Important Considerations When Undertaking the Procedure

  • The legal framework governing electronic identification is stipulated in Decree No. 69/2024/ND-CP, promulgated by the Government on June 25, 2024.

  • The Ministry of Public Security has launched Plan No. 370, initiating a 50-day peak campaign for issuing electronic identification to foreigners, effective from July 1, 2025, to August 19, 2025. Functional agencies are actively endeavoring to expedite dossier  processing to ensure maximum convenience.

  • The issuance of a Level 2 electronic identification account is completely free of charge.

  • A Level 2 electronic identification account offers substantial benefits for foreigners, facilitating seamless execution of administrative procedures and online transactions (e.g., banking transactions, house rental registration, public service utilization), and enabling the secure storage of electronic residence cards and other legal documents directly within the VNeID application.
